OpenAI outlines advertising plans as it expands access to ChatGPT globally

OpenAI has shared its official approach to introducing advertising on ChatGPT, alongside efforts to make its AI tools more accessible worldwide.

In a company blog post titled “Our approach to advertising and expanding access to ChatGPT,” OpenAI said it is preparing to test ads on ChatGPT’s free and low-cost Go tiers, while reaffirming that paid subscriptions such as Plus, Pro, Business, and Enterprise will remain ad-free.

The company stated that AI is reaching a stage where it can act as a “personal super-assistant,” helping people learn, work, and solve problems at scale. Ensuring broad access to this level of intelligence, OpenAI noted, will play a critical role in whether AI reduces or deepens global digital divides.

ChatGPT Go expands globally

OpenAI confirmed that its lower-cost plan, ChatGPT Go, has now launched in 171 countries and is being extended to the U.S. and all regions where ChatGPT is available. Priced at $8 per month, the plan offers users expanded access to features such as messaging, image generation, file uploads, and memory.

The company positioned Go as a way to bring more people onto the platform at an affordable price point, while supporting the growing operational costs of large-scale AI systems.

Ads to be tested on free and Go tiers

OpenAI revealed that it plans to begin testing ads in the U.S. in the coming weeks on free and Go accounts. The initial formats will appear at the bottom of ChatGPT responses when a sponsored product or service is contextually relevant.

According to OpenAI, ads will be clearly labeled, visually separated from organic answers, and will not influence ChatGPT’s responses. The company emphasized that conversations will not be sold to advertisers and that users will have control over ad personalization and data use.

Ads will not be shown to users under 18, and they will not appear near sensitive or regulated topics such as health, mental health, or politics.

Principles guiding OpenAI’s ad strategy

OpenAI outlined several core principles behind its advertising plans, including:

  • Ads must support its mission of making AI broadly accessible.
  • ChatGPT’s answers must remain independent of advertising.
  • User conversations and data will remain private from advertisers.
  • Users will have choice and control over ad personalization.
  • Long-term trust and user experience will take priority over maximizing revenue.

The company also noted that it does not intend to optimize ChatGPT for time spent on the platform, underscoring its focus on usefulness rather than engagement metrics.

A broader revenue model

OpenAI said its subscription and enterprise offerings remain strong, and that advertising is being explored as an additional way to support free and lower-cost access. Over time, the company plans to experiment with new ad formats that could allow more interactive, conversational discovery of products and services.

OpenAI added that it will refine its approach based on user feedback once testing begins, maintaining that trust and transparency will remain central as ads are gradually introduced.
